In disbelief, the first question that comes to mind is "what kind of person would do this?". The sad news is, it's not an uncommon occurrence. On average, hit-and-run drivers kills 6 people each day in the U.S. The numbers of hit-and-run fatalities are trending upwards, and California is leading the way.
